This study investigates a significant regulatory development in the Albanian telecommunications sector, focusing on complaints filed by two major mobile telephony companies, AMC and Plus, against Vodafone Albania. The complaints, submitted in 2012, alleged potential abuses of dominant market position by Vodafone Albania, with specific concerns related to a suspected margin squeeze (as per AMC's complaint) and accusations of discrimination against competitors through an on-net vs off-net strategy, identified as exclusionary behavior (as per Plus's complaint). This paper provides an in-depth analysis of the regulatory actions and implications stemming from these complaints, shedding light on the complex dynamics within the Albanian telecommunications market. He backdrop of these complaints involves a press release from the regulatory authority at the close of 2012, signaling a pivotal moment in the industry. The filing of separate complaints by AMC and Plus against Vodafone Albania underscores the heightened competition and potential anticompetitive practices within the telecommunications sector. Notably, Eagle Mobile stands apart as the only operator abstaining from involvement in these regulatory proceedings.
