It distinguishes between terms such as "social state," "welfare state," "social administration," and "Wohlfahrtsstaat," shedding light on the diverse models and operational characteristics they represent. This investigation provides insights into how Germany's social policies have adapted to historical conditions and continue to offer relative security against various hazards.
